ATTY/RESO.0114/CC RESO APPROVING MODIFICATION TO ELCO YARD PROJECT <br />REV: 11-19-25 VR <br />Page 3 of 5 <br /> <br />15908; and <br /> <br />WHEREAS, on November 24, 2025, the City Council conducted a duly noticed <br />public hearing, in accordance with all applicable requirements of the State Planning and <br />Zoning Law and the Redwood City Code, and the Redwood City Zoning Ordinance, to <br />consider the Amended Project, and received and considered oral and written reports and <br />application materials. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF REDWOOD CITY, AS FOLLOWS: <br /> <br />Section 1. Evidentiary Basis: The City Council, having independently heard, <br />considered, and weighed all the evidence in the record, finds that the above recitals are <br />accurate and constitute findings in this matter and, together with the staff report and the <br />application materials, including without limitation the EIR, development plan, tentative <br />map, and all other documents, reports, studies, memoranda, maps, oral and written <br />testimony, and materials in the City's file for the applications and the Amended Project, <br />and all adopted City planning documents relating to the Amended Project and the <br />property including the City's General Plan, Municipal Code, Zoning Ordinance, and other <br />applicable City laws and regulations, and all associated approved and certified <br />environmental documents, have together served as an adequate and appropriate <br />evidentiary basis for the findings and actions set forth in this resolution. <br /> <br />Section 2. Affordable Housing Plan Findings: The review authority may <br />approve or conditionally approve an affordable housing plan that proposes affordable <br />units if it makes specific findings, based on substantial evidence. In support of the <br />Amended Affordable Housing Plan, the City Council finds that: <br /> <br />a. The proposed affordable units comply with the applicable standards in this <br />Article, including, without limitation, the requirement that the affordable units be <br />made available for occupancy concurrently with the market-rate units. <br /> <br />The affordable units would be provided both onsite and offsite. The onsite <br />affordable units would be provided in Parcels A and D, which have a mix of <br />affordable and market- rate units and would be delivered pursuant to Zoning Code <br />Section 29.8.2. The offsite affordable units in Parcel F would be constructed prior <br />to the remainder of the project. The timing for the completion of Parcel F is also <br />subject to State law requirements on replacement of housing units removed within <br />redeveloped project areas. <br /> <br />b. The affordable units will mitigate the impact of the project on the need for <br />affordable housing if the units are being provided under the Affordable Housing <br />Impact Fee program. <br /> <br />The affordable units will mitigate the impact of the project on the need for <br />affordable housing, including a portion of the impact of the office and retail uses
