Page 3 of 10 <br />pressure on Parcel A, which operates under a ground lease structure requiring higher financial returns than Parcel <br />D's fee-simple ownership. <br /> <br /> <br />Table 2: Calculation of Base and Bonus Densities for Parcel A and D (Original vs. Proposed) <br /> <br /> <br />Additionally, the Original Request sought concessions for increased building height and the concentration of uses <br />across parcels to allow the construction of one residential building on each Parcel A and D. These concessions can <br />be reclassified as waivers, as they address standards that physically preclude construction of the density bonus <br />projects. This recategorization allows the Applicant to request new concessions to further reduce development <br />costs. Consequently, the Applicant is requesting one (1) new concession for Parcel A and two (2) new concessions <br />for Parcel D. <br /> <br />The sections below detail the requests for Parcel A and D: <br /> <br />Parcel A <br />The Applicant proposes to make 5% of the base allowable residential units in Parcel A available to Very Low income <br />households. The following identifies the requested density bonus, concession/incentive, development standard <br />waiver and parking reduction. <br /> <br />1. Density Bonus – The provision of 5% Very Low income households entitles the Project to a 20% bonus. <br />(Govt. Code, § 65915(f)). A 20% bonus is requested for Parcel A. Specifically, the base density allows 210 <br />units, of which 11 units will be affordable to Very Low income households. The 20% density bonus allows <br />a total of 252 units. <br />While not directly relevant to the SDBL, it is noted that a bonus under the SDBL is consistent with the <br />Mixed-Use Corridor Zoning district vision and intent to provide “high-density residential uses” within the <br />district. (Zoning Code, § 53.1(A)) <br /> <br />2. Concessions/Incentives – Density bonus law grants one concessions/incentives for the provision of 5% <br />Very Low income units. (Govt.
