ATTY/AGR/CONFIDENTIAL AGR/CONF-2025.004 – EMPLOYMENT AGREEMENT (PATRICK HEISINGER) <br />REV: 11-13-25 VR <br />Page 2 of 7 <br />2. TERM. <br /> <br />The term of this Agreement shall be from the Effective Date and shall remain in effect until <br />terminated by either party in accordance with this Agreement. <br /> <br />3. COMPENSATION & BENEFITS. <br /> <br />A. Employee shall be paid Three Hundred Ninety Thousand Dollars ($390,000) per year, <br />payable in installments at the same time other City executive management employees <br />are paid. Hereafter, Employee shall receive the compensation adjustments (cost of living <br />[COLA], lump sum payments, one-time leave hours) approved by the City Council in <br />the same amount and at the same time as they are approved for unrepresented <br />departments. <br /> <br />B. Notwithstanding the City of Redwood City Summary of Compensation and Terms of <br />Employment for the Executive Management Employee Group (as may be amended from <br />time to time), a minimum five percent (5%) base salary differential shall be maintained <br />for Employee above the top of the range of the highest paid department head directly <br />supervised by Employee. <br /> <br />C. The City Council shall conduct an annual evaluation each year and may also conduct <br />quarterly evaluations. The evaluation process shall be professionally facilitated and shall <br />address goals and objectives set for the past twelve-month period and establish goals <br />and objectives for the upcoming 12-month period. The City Council shall provide <br />Employee with its written comments, if any, during its annual evaluation of Employee, <br />and may discuss its evaluation with Employee. At the time of the evaluation, the City <br />Council will consider performance-based salary adjustments. The City Council shall <br />also provide an informal mid-year performance review of the Employee six months after <br />the Commencement Date. <br /> <br />D. Employee shall be entitled to the benefits specified in the City of Redwood City <br />Summary of Compensation and Terms of Employment for the Executive Management <br />Employee Group (Dated March 10, 2025), as it may be amended from time to time, and <br />which is available at <br />https://www.redwoodcity.org/home/showpublisheddocument/29681/63879875615300 <br />0000 and incorporated herein by reference, except that: <br /> <br />i) Employee shall not receive additional in-lieu hours for the calendar year 2025. <br />Any portion of Employee’s in-lieu hours and administrative holidays remaining <br />as of the payroll period which includes December 31, 2025 shall be paid in cash <br />at Employee’s salary effective December 30, 2025. <br /> <br />ii) For Fiscal Year 2024-2025, Employee’s professional development allowance <br />shall be $2,400 less any professional development expenses incurred by the <br />Employee on or prior to December 30, 2025. Beginning Fiscal Year 2025-2026, <br />Employee’s annual professional development allowance shall be $2,400. <br />9.A. - Page 6 of 11 <br />289
