Task 11.c Temporary and Permanent Easements Sub-consultant, BKF, will <br />identify potential locations where temporary and permanent easements may <br />be required to support project implementation. This Task will focus on <br />properties within the boundary surveyed under Task 3. Using the existing <br />topographic and boundary survey data, Sub-consultant BKF will assess <br />parcels that may be affected by construction access, staging, utility relocations, <br />or long-term infrastructure such as levees, drainage structures, or pump <br />stations. The assessment will distinguish between temporary construction <br />easements (TCEs) needed for access, equipment staging, or grading, and <br />permanent easements required for the operation, maintenance, or footprint of <br />the proposed improvements. <br />Easement needs will be identified in coordination with conceptual design <br />development and discussed with the City’s project manager and City staff to <br />support early outreach to property owners, avoid delays, and inform potential <br />right-of-way acquisition requirements as the project progresses. All easement <br />mapping will be limited to the area covered by the Task 3 survey and will be <br />refined further as the preferred flood mitigation alternative is selected. The <br />scope assumes preparing up to five (5) sheets at 1”=100’ scale to show <br />location of easements. <br />Deliverables: 30% Design Drawings (PDF and Civil 3D CAD), Utility Response Matrix <br />(PDF), and Temporary and Permanent Easement Plans (AutoCAD and PDF). <br />Task 12. Environmental and Historic Preservation, up to $68,121 Time and Materials <br />(T&M) <br />This task will develop a Preliminary Environmental Impact Report for the Redwood <br />Creek Watershed and Wetland Capacity Project. This Task includes the following: <br />a. Task 12. A Preliminary Impact Report <br />a. The goal of this report is to identify environmental constraints in the <br />project area and leverage that information to help guide and inform <br />alternative development and selection. <br />b. The study will primarily consider biological and cultural resources but <br />will include a wide range of considerations covering both CEQA and <br />NEPA potential impacts from proposed improvements. <br />c. The Preliminary Impact Report will evaluate each alternative or <br />improvements project that is included in the Alternative Analysis Report, <br />specifically providing recommendations for the level of CEQA and NEPA <br />documentation that would be needed and what environmental permits <br />and regulatory approvals are needed. <br />d. The Preliminary Impact Report will set up future projects for expedited <br />advancement through the environmental and permitting process and will <br />provide an early environmental constraints analysis. <br />ATTY/AGR.2025.317/Wood Rodgers, Inc.
