Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: December 8, 2025 <br />SUBJECT <br />Master Purchase Agreement for the provision and delivery of unleaded gasoline and renewable diesel fuel <br />SUMMARY <br />The Public Works Services (PWS) Department’s Equipment Services Division coordinates the supply and <br />delivery of fuel to all Redwood City (City)-owned fueling sites. The current fuel provision agreement is set <br />to expire at the end of 2025. In 2022, the City of Palo Alto conducted a competitive procurement and <br />awarded an agreement for the provision of fuel to Bosco Oil, Inc. dba Valley Oil Company (Valley Oil <br />Company), that will expire in 2028. Valley Oil has expressed a willingness to honor the same pricing terms <br />for the City, through the life of the Palo Alto contract. <br />After researching current market trends, staff pursued a cooperative purchasing agreement allowing the <br />City to meet its immediate needs in the most efficient manner. The proposed action will allow staff to <br />establish an agreement for the supply of fuel for the next two years. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager or their designee to execute a two-year Master <br />Purchase Agreement with Bosco Oil, Inc. dba Valley Oil Company (Valley Oil Company) for the provision <br />of gasoline and renewable diesel fuel in an amount not to exceed $1,600,000. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />Sustainability <br />7.E. - Page 1 of 17 <br />196
