HRAC and Planning Commission members <br />provided feedback that included: <br />Increase awareness of the Program (especially in underrepresented areas) <br />Front load major improvements (such as seismic upgrades, or key design features) towards the <br />beginning of the 10-year plan. <br />Consideration to incorporate fines for non-compliance while acknowledging the need to not turn <br />people off from the Program. <br />A request to have another joint session when the Historic Preservation Ordinance is being studied <br />to consider how the Program could be integrated. <br />As part of the existing and proposed HRAC workplan, staff have begun a study to update the Historic <br />Preservation Ordinance. Currently, the City Code does not include specific language relating to the Mills <br />Act Contracts. The Program has been implemented based on requirements described in the State law and <br />incorporated into each Contract. A potential update to the City Code could formalize the review process <br />for new applications, annual reporting procedures, and enforcement of Contracts. Additional language <br />that specifies acceptable components of a 10-year improvement plan could be specified. State law <br />requirements related to required 5-year inspections could also be stipulated identifying a formal <br />revocation process for non-compliance. As noted previously, HRAC members have also expressed an <br />interest in exploring alternate forms of enforcement, such as small fines for non-compliance. <br />BACKGROUND - HRAC WORK PLAN <br />The City Council has asked each City Board, Commission, and Committee (BCC) to prepare a two-year work <br />plan for Council review and approval. The purpose of the work plan is to align BCC work with the City <br />Council’s Strategic Initiatives and priorities, which include Equity as a foundational guiding principle, as <br />well as Housing, Transportation, and Children and Youth. <br /> <br />The Historic Resources Advisory Committee (HRAC) discussed and adopted their work plan at their July <br />10, 2025 and August 14, 2025 meetings, respectively. The HRAC makes recommendations to the Planning <br />Commission, and the HRAC work plan was also discussed with the Planning Commission. On August 19, <br />2025, the Planning Commission reviewed the HRAC work plan and made a recommendation to the City <br />Council to adopt the HRAC’s FY2025-FY2026 and FY2026-2027 work plan by a vote of 6-0 (Commissioner <br />Cornejo absent). <br /> <br />8.B. - Page 4 of 17 <br />245
