Page 1 of 8 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br /> <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: December 8, 2025 <br />SUBJECT <br />Redwood City Historic Landmark designation and Historic Preservation Agreement (Mills Act Contract) for <br />731 Edgewood Road, 839 Blandford Boulevard, 979 Arlington Road, and Mills Act Contract only for 1018- <br />1020 Main Street <br />SUMMARY <br />The Mills Act program is a tax-saving incentive program offered to property owners in exchange for <br />improvements and maintenance of historically designated properties. To qualify for a Mills Act Contract, <br />a property must be designated as a historic landmark. Three of the properties (731 Edgewood, 839 <br />Blandford Blvd, and 979 Arlington Rd) are requesting Historic Landmark Designation and a Mills Act <br />Contract. The buildings on the 1018-1020 Main Street site are already designated historic landmarks, <br />and the property qualifies for a Mills Act Contract. <br />The Mills Act Contract request is a three-step process where the Historic Resources Advisory Committee <br />(HRAC) reviews the application and makes a recommendation to the Planning Commission, the Planning <br />Commission then reviews the application and makes a recommendation to the City Council, and lastly the <br />City Council reviews the application and makes a final decision based on the review and previous <br />recommendations. <br />RECOMMENDATIONS <br />1. Adopt a resolution designating the residence at 731 Edgewood Road a Redwood City Historic <br />Landmark and authorizing the City Manager to execute a Historic Preservation Agreement (Mills Act <br />Contract); <br />2. Adopt a resolution designating the residence at 839 Blandford Boulevard a Redwood City Historic <br />Landmark and authorizing the City Manager to execute a Historic Preservation Agreement (Mills Act <br />Contract); <br />9.A. - Page 1 of 247 <br />259
