To qualify for a Mills Act Contract, a property must be designated as a historic landmark. Three of the properties (731 Edgewood, 839 Blandford Blvd, and 979 Arlington Rd) are requesting Historic Landmark Designation and a Mills Act Contract. The buildings on the 1018-1020 Main Street site are already designated historic landmarks, and the property qualifies for a Mills Act Contract. The Mills Act Contract request is a three-step process where the Historic Resources Advisory Committee (HRAC) reviews the application and makes a recommendation to the Planning Commission, the Planning Commission then reviews the application and makes a recommendation to the City Council, and lastly the City Council reviews the application and makes a final decision based on the review and previous recommendations. RECOMMENDATIONS 1. Adopt a resolution designating the residence at 731 Edgewood Road a Redwood City Historic Landmark and authorizing the City Manager to execute a Historic Preservation Agreement (Mills Act Contract); 2.
