ATTY/RESO.0118/CC RESO 979 ARLINGTON ROAD (MILLS ACT CONTRACT) <br />REV: 11-24-25 VR <br />Page 1 of 3 <br />RESOLUTION NO. ______ <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY DESIGNATING 979 ARLINGTON ROAD A LOCAL HISTORIC <br />LANDMARK AND AUTHORIZING THE CITY MANAGER TO EXECUTE <br />A HISTORIC PRESERVATION AGREEMENT (MILLS ACT CONTRACT) <br /> <br />WHEREAS, Applicants, David Bartoshuk and Barbara Bartoshuk (the “Property <br />Owner”), applied for a Mills Act Contract (the “Project”) located at 979 Arlington Road (the <br />“Property”); and <br /> <br />WHEREAS, on October 9, 2025, the Historic Resources Advisory Committee <br />(HRAC) held a duly noticed public hearing in accordance with all applicable to consider <br />the Project; and <br /> <br />WHEREAS, the HRAC recommended that a Historic Landmark designation and <br />Historic Preservation Agreement (Mills Act Contract) be approved for the Property by a <br />vote of 3-0; and <br /> <br />WHEREAS, on November 4, 2025, the Planning Commission held a duly noticed <br />public hearing in accordance with all applicable requirements the Redwood City Municipal <br />Code to consider the Project and voted 7-0 recommending approval of the Project; and <br /> <br />WHEREAS, on December 8, 2025, the City Council held a duly noticed public <br />hearing in accordable with all applicable requirements to consider the Project; and <br /> <br />WHEREAS, the Property does meet the historic designation criteria established <br />by the Redwood City Historic Preservation Ordinance as follows: <br /> <br />Criterion C: It embodies distinctive characteristics of a style, type, period, or <br />method of construction, or is a valuable example of the use of <br />indigenous materials or craftsmanship. <br /> <br />Criterion D: It is representative of the notable work of a builder, designer, or <br />architect. <br /> <br />The subject property is located in the Edgewood Park neighborhood and was built in <br />1928. It was designed by notable Architect Gilbert Hodgson and is considered a high <br />integrity example of the Spanish Colonial Revival style. There are numerous internal and <br />external contributing features that are summarized below: <br /> <br />Landscape Features <br /> <br />1. Front yard setback <br />2.
