Adopt a resolution designating the residence at 839 Blandford Boulevard a <br />Redwood City Historic Landmark and authorizing the City Manager to execute a <br />Historic Preservation Agreement (Mills Act Contract); <br />3. Adopt a resolution of the City Council approving and authorizing the City <br />Manager to execute a Historic Preservation Agreement (Mills Act Contract) for <br />1018-1020 Main Street; and <br />4. Adopt a resolution designating the residence at 979 Arlington Road a Redwood <br />City Historic Landmark and authorizing the City Manager to execute a Historic <br />Preservation Agreement (Mills Act Contract). <br />CEQA: <br />The project is categorically exempt from the requirements of CEQA per Section <br />15308, Class 8 (Actions by Regulatory Agencies for Protection of the <br />Environment), and Section 15331, Class 31 (Historical <br />Restoration/Rehabilitation). The Mills Act Contract will ensure the maintenance, <br />restoration, enhancement, and protection of the environment (which includes <br />historical resources), and because the maintenance and preservation work to be <br />carried out is required to be consistent with the Secretary of the Interior’s <br />Standards for the Treatment of Historic Properties. <br />9.B.Parks Impact Fee and Transportation Impact Fee Annual Project List updates <br />Recommendation: <br />1. Adopt a resolution of the City Council of the City of Redwood City approving an <br />updated Parks Impact Fee Project List as the Capital Improvement Plan for the <br />Parks Impact Fee Program in compliance with Government Code Sections <br />66016.5 and 66002; and <br />2. Adopt a resolution of the City Council of the City of Redwood City approving an <br />updated Transportation Impact Fee List as the Capital Improvement Plan for the <br />Transportation Impact Fee Program in compliance with Government Code <br />Sections 66016.5 and 66002. <br />CEQA: <br />The AB 602 requirement for a Public Hearing to adopt the Annual Parks and <br />Transportation Impact Fee Project Lists by proposed resolution is not considered <br />a project under Public Resources Code Section 21605 and CEQA Guidelines <br />Section 15378 as the resolutions will not result in a direct physical change in the <br />environment or a reasonably foreseeable indirect change on the environment. In <br />addition, the proposed resolutions are exempt under CEQA Guidelines Section <br />15061(b) (3) as it can be seen with certainty that there is no possibility of causing <br />a significant effect on the environment. <br />5
