<br />December 8, 2025 <br /> <br />City Council of Redwood City <br />Delivered Electronically: council@redwoodcity.org <br /> <br />Dear Mayor Elmer Martínez Saballos & City Councilmembers, <br /> <br />On behalf of MidPen Housing Corporation, I am writing in support of item 9.C, Consideration of 1548 <br />Maple, LLC’s request for Fourth Amendment to the Development Agreement. MidPen is one of the <br />Bay Area’s leading non-profit affordable housing developers, property managers and resident service <br />providers. Our portfolio of over 10,000 affordable homes includes 284 homes at four properties in <br />Redwood City. We also have nearly 200 homes in the pipeline at two sites in Redwood City, including <br />1580 Maple Street. <br /> <br />MidPen is writing to express our support for the City’s ongoing efforts to realize a vibrant mixed use, <br />mixed income neighborhood in the Maple Street area. MidPen looks forward to bringing deeply <br />income restricted, 100% affordable homes for highly vulnerable households online at 1580 Maple <br />Street, the former site of the Life Moves Shelter and prior to that, the site of a county jail building. <br />We also recognize that housing is needed for households of all incomes, including the future residents <br />of the townhomes proposed at 1548 Maple Street. The experience of MidPen’s residents at 1580 <br />Maple Street will be enriched by their inclusion in a mixed income neighborhood and their access to <br />the public improvements planned as part of the 1548 Maple Street project, particularly completion of <br />the Blomquist Extension and build out of a public-access Bay Trail segment. <br /> <br />MidPen looks forward to continuing to work with Redwood City, the County of San Mateo, as well <br />as our neighbors to herald a new era of vibrant community living in the Maple Street area.
