9 <br /> <br />For the purposes of this document and future zoning code updates, the following terms shall have <br />the following meanings: <br />a. Short-term Bicycle Parking means a stand or other device that enables the user to secure <br />by locking the frame and one wheel of each bicycle parked therein. Racks must provide <br />two points of contact to bicycle frames to be easily usable with U-locks and cable locks. <br />Racks should support the bicycles in a stable upright position so that a bicycle if bumped, <br />will not fall or roll down. The preferred style is an inverted U, which meets code <br />requirements. Racks that support a bicycle primarily by a wheel, such as standard “wire <br />racks,” are damaging to wheels and thus are unacceptable. <br />b. Long-term Bicycle Parking means a locker, individually locked enclosure such as a bike <br />room, or secure area within a building that provides protection for each bicycle from theft, <br />vandalism, and weather. <br /> <br />A Few Considerations: <br />Location and Access: <br />Access to bicycle parking facilities shall be located on the ground floor and shall have the following <br />features: <br />a. Paved access from the bicycle parking facilities to an adjoining public right-of-way or <br />sidewalk/walkway. <br />b. Direct access from bicycle parking facilities to the exterior paved access or if located <br />off an internal building hallway, the hallway shall be at least five (5) feet wide and no <br />longer than fifty (50) feet in length. <br />c. Bicycle parking facility’s doors shall be equipped with a push button door opener and <br />self-closing mechanism. <br />d. If bicycle rooms are located down a hallway, the external door should also have an <br />automatic open mechanism. <br />e. When bicycle racks are provided for short-term use, they shall be located within one <br />hundred (100) feet of the primary entrance. Such parking shall be located within the <br />public sidewalk furniture zone or, if located on private property, shall be readily visible <br />to passers-by. <br /> <br />Protection and User Diversity: <br />Bicycle facilities shall be: <br />a. Covered, lockable enclosures or bicycle rooms with permanently anchored racks for <br />bicycles; and/or <br />b. Lockable, permanently anchored bicycle lockers. Bicycle racks may be used for non - <br />residential uses. <br />c. Bicycle rooms provided for residential and office tenants shall have outlets for e -bike <br />charging. <br /> <br />Note: The city’s Zoning codes shall be updated with the recommendations in this section. The <br />update requires legal review and City Council approval before adoption. Staff shall review the <br />zoning codes for bicycle parking requirements periodically to ensure they meet the City’s needs <br />and long-term goals. <br />7.A. - Page 81 of 121 <br />87
