City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
New Bicycle Parking Guidelines added to Design Criteria:
Bicycling is an efficient and sustainable mode of transportation in urban environments, promoting health,
reducing traffic congestion, and lowering greenhouse gas emissions. Recognizing the importance of
promoting bicycling as a viable means of transportation, the City implemented a series of policies and
initiatives including adding bicycle parking requirements in the Zoning Code and adopting a Citywide
Transportation Demand Management (TDM) Plan and codifying it in Municipal Code Chapter 48 to
enhance bicycle amenities and encourage bicycle use for daily commuting. Despite these efforts, bicycle
theft is a serious and ongoing problem, and secure bicycle parking is a necessary preventive measure.
In 2022, the City received a Measure A/W grant through the San Mateo Couty Transportation Authority.
The purpose of this grant was to develop a Bicycle Parking Guideline that implements these policies and
serves as a reference and guide for bicycle facility planning and design. This resource will guide future
development projects and public facilities. Various City departments reviewed the Guideline including
Engineering and Transportation; Parks, Recreation, and Community Services; and Community
Development to ensure design elements and bike parking quantity is consistent with the City’s overall
mobility goals.
As the City continues to grow and evolve, embracing sustainable and active modes of transportation,
these guidelines will provide a comprehensive reference point for stakeholders and urban planners,
setting the stage for a more bicycle-friendly and sustainable future.
EQUITY IMPACT STATEMENT
Equity and/or inclusion was considered in development or implementation of item through the
following:
Reviewed from similar or relevant past program or policy in Redwood City
Reviewed data from a similar program or policy in another jurisdiction
Reviewed data related to a standard or emerging best practice
FISCAL IMPACT
There is no fiscal impact to the City as a result of this action.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
7.A. - Page 3 of 121
9
