REV: 11-19-25 LR <br />reaches), and other portions of the interior pipe systems as needed to <br />develop a new Refined Model. <br />b. The Consultant will refine the model for the purposes of this project as <br />necessary based on the review above and based on new data obtained. <br />The Consultant will refine the Creek Model portions using the <br />information gathered through data collection and field investigation <br />efforts. Refinements will include updates to creek geometry and top of <br />bank elevation profile, adjusting culverts and bridges, and adding private <br />property bridge crossings. The creeks will be modeled using a high <br />resolution 2D mesh. The consultant will stitch creek aerial survey to the <br />County 1-meter Lidar to refine creek geometry and bank profiles. The <br />overbank areas including streets will be modeled using the County 1- <br />meer Lidar data. For the reaches upstream of El Camino Read, the <br />consultant will selectively add large storm drainage trunks to these <br />upstream watersheds to more accurately simulate the flows that reach <br />the creeks and the flows that are conveyed in the streets. <br />c. Consultant to perform a proper hydrologic and hydraulic model <br />calibration that will consist of matching the model to historical data, such <br />as low gage data, maintenance records, and anecdotal observations. <br />The Refined Model will provide a platform to develop independent and <br />soundly calibrated hydrologic and hydraulic parameters. The Consultant <br />has previously calibrated the ELLA Model and will use this data for a <br />preliminary calibration of the Refined Model. The Consultant will refine <br />the model’s hydrologic and hydraulic parameters iteratively first using <br />quality checked historical data available in the ELLA Model. The <br />Consultant will then use the data collected in Task 4 for final model <br />calibration to ensure accurate model performance. The intent is to refine <br />the model parameters so that the model’s depth and flow results match <br />the historical and monitored data before further analysis is conducted <br />using hypothetical design storms. The Creek Model used storm drain <br />outfalls as points of concentration to delineate creek watersheds. As <br />part of his task, the consultant will further sub-divide the outfall drainage <br />areas and adjust hydrologic parameters as needed in the calibration. <br />d. Hilly open space in the Bay Area typically contributes base-flow and <br />interflow after storm events. Therefore, the Consultant will further <br />calibrate the catchments for City’s facilities to reflect the actual base- <br />flow, interflow, and the total storm peak flow and to accurately reflect the <br />actual performance of the flood system. <br />d.Task 5.a.3 Document Model: Consultant to develop a technical memorandum that <br />will serve as a chapter in the Watershed Study that documents the development, <br />refinement, and calibration of the Refined Model. <br />Deliverables: Refined and Calibrated Model (ICM Infoworks), Technical <br />Memorandum for model development and calibration (PDF). <br />ATTY/AGR.2025.317/Wood Rodgers, Inc.
