Further line-by-line analysis would be superfluous at this point. All that's necessary for now is <br />to understand that the ordinance calls for further study and referral to the City Attorney, and <br />should not be adopted prematurely. <br />What the City Can Do <br />There are a number of actions the City can take to deal with its concerns: <br />Bikes, e-bikes, e-scooters, and low-speed vehicles are subject, with a few exceptions, to <br />the vehicular rules of the road, as apparently are electrically motorized boards. <br />Operators of EPAMDs are subject to pedestrian laws. The City already has full authority <br />to enforce these laws, though I hope that would be done reasonably and judiciously, <br />with priority given to flagrant or unsafe behavior. <br />The City is also free to enforce the special rules in the Vehicle Code for each type of <br />device that I've cited above. <br />Meanwhile, the proposed ordinance language can be revised to take account of the <br />issues I've raised. <br />Again, I want to reiterate that the ordinance in its current form is not suitable for adoption. <br />Please feel free to follow up with questions and comments.
