Page 1 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: December 22, 2025 <br />SUBJECT <br />Award contract to Kimley-Horn to complete the outreach and design phase for Bay Road Complete Street <br />Rehabilitation Project <br />SUMMARY <br />The Bay Road Complete Street Rehabilitation Project is one of the City’s priority projects. It is funded <br />primarily by the federally funded, regionally managed One Bay Area Grant 3 (OBAG 3) program. The <br />required local match will be evenly shared with the County of San Mateo, since the project alignment is <br />within both City of Redwood City and County of San Mateo jurisdictions. Redwood City is the lead agency <br />for the project. <br />The project scope for the Bay Road Complete Street Rehabilitation Project includes design and <br />construction of traffic safety measures, such as pedestrian crossing improvements, roadway lane <br />reconfiguration, new bicycle facilities, sidewalk, curb, and gutter repair, and new traffic control measures <br />at the Bay Road/Fifteenth Avenue/Spring Street intersection. The project directly benefits school <br />commuters, including students who walk and bike to Taft Elementary School. The agreement scope with <br />Kimley-Horn includes completion of engineering design, community outreach, and construction <br />engineering support. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Agreement for Services with Kimley- <br />Horn to develop Plans, Specifications, and Estimates (PS&E) and assist with neighborhood outreach for <br />the Bay Road Complete Street Rehabilitation Project in the amount of $539,422, and authorize the City <br />Manager or designee to increase the contract amount, if necessary, up to 10 percent above the contract <br />amount. <br />8.F. - Page 1 of 55 <br />129
