No net impact to the General Fund is expected due to <br />the additional staff time. <br />Proposed changes to Chapters 18 and 41 will not require additional staff time and no net impact to the <br />General Fund is expected. <br />ENVIRONMENTAL REVIEW <br />These amendments are administrative in nature. This activity is not a project under California <br />Environmental Quality Act (CEQA) as defined in CEQA Guidelines, Section 15378, because it has no <br />potential for resulting in either a direct or reasonably foreseeable indirect physical change in the <br />environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. If the City Council approves the proposed changes, staff will inform property <br />owners adjacent to creeks of the requirements for new development as part of annual communications <br />on creek maintenance responsibilities. <br />ALTERNATIVES <br />1. The City Council may direct staff to modify the Municipal Code revisions for consideration at a future <br />meeting. If the City Council requests changes and/or delays adoption, implementation of updated <br />standards for flood protection, creek setbacks, and lot design flexibility would be postponed. This may <br />limit the City’s ability to fully comply with current state and federal laws in the short term. However, <br />this option allows additional time to address specific concerns or refine provisions before adoption. <br />2. The City Council may decline to adopt the Municipal Code revisions.
