Page 3 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />extension to facilitate and prioritize construction of housing at this site and the adjacent 1580 Maple <br />Street site as well as the Bay Trail, Blomquist Street and related infrastructure. Concerns included the <br />number of extensions, the reduced impact fees that would be collected, and whether further negotiation <br />was warranted. The majority of commissioners felt it was important to move the project forward, build <br />missing middle housing and enable development of the adjacent 1580 Maple Street affordable housing <br />project to further housing goals and transportation goals such as the Bay Trail segment along the project <br />frontage, and connectivity with the pedestrian bridge across Redwood Creek and ultimate vehicular <br />bridge. <br />Subsequently, the City Council held a public hearing on December 8, 2025, waived the first reading and <br />introduced the ordinance approving the Fourth Amendment to the Development Agreement between the <br />City of Redwood City and 1548 Maple, LLC. <br />PROJECT DESCRIPTION <br />The Fourth Amendment to Development Agreement would provide the Developer with the flexibility to <br />phase construction of the Bay Trail and the Blomquist Extension, including all associated underground <br />utility work, with the construction of townhome units. The proposed Fourth Amendment to Development <br />Agreement would affect timing, phasing and total fees to be collected, but would not affect the outcome <br />or design of the Project. <br />ANALYSIS <br />The project analysis can be found in the December 8, 2025 staff report. <br />FISCAL IMPACT <br />Staff time associated with processing this Project are charged to the applicant through a reimbursement <br />agreement for the project. <br />ENVIRONMENTAL REVIEW <br />The City Council certified the Environmental Impact Report for the Project and the associated Mitigation <br />Monitoring and Reporting Program in 2018 in connection with the initial Project approvals and approved <br />the EIR Addendum on September 27, 2021. The Fourth Amendment does not propose substantial changes <br />to the Project and there are no substantial changes with respect to circumstances under which the Project <br />would be undertaken or new information of substantial importance of the kind that would require <br />additional environmental review pursuant to Section 15162 of the CEQA Guidelines. <br />8.Q. - Page 3 of 22 <br />746
