Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />trustee is appointed by their respective City Council to govern the Mosquito and Vector Control District <br />knowledgeably and effectively. <br />On February 24, 2014, the City Council selected Redwood City resident Kathryn Lion as the Redwood City <br />representative on the San Mateo County Mosquito and Vector Control District Board of Trustees and she <br />has maintained that position through three subsequent appointments. <br />The current term is set to expire on December 31, 2025. At the direction of the Mayor the City Clerk <br />advertised the appointment opportunity through various recruitment channels to allow an opportunity <br />for other Redwood City residents to express interest. The application period closed on December 15. <br />ANALYSIS <br />Pursuant to the California Health and Safety Code Section 2020-2030, which dictates appointments to <br />Vector Control District Boards, the City Council of a town or city may appoint one person to the Board of <br />Trustees for either a two-year appointment or a four-year appointment. Qualifications for appointment <br />include being at least 18 years of age and a resident of the appointing jurisdiction. As such, the term of <br />office will begin at noon on the first Monday in January – January 5, 2026 – and will continue for either <br />two-years or four-years, depending on direction buy the City Council, expiring on December 31 of the <br />respective year. <br />Applicants <br />At the close of the application period the City Clerk received two letters of interest, one from incumbent, <br />Kathryn Lion (Attachment A), and one from Redwood City resident, Dr. Timothy Puri (Attachment B) who <br />previously served on the Senior Affairs Commission. The City Clerk’s Office verified eligibility for both <br />applicants. <br />Appointment Process <br />By roll call vote, the City Council will appoint one person to the Board of Trustees. Immediately following <br />appointment, the City Council will be asked to, by motion, ascribe a term length of two or four years. Each <br />applicant has indicated their term length preference in their letter of interest; however, the City Council <br />is charged with making the ultimate determination on term length. <br />EQUITY IMPACT STATEMENT <br />The San Mateo County Mosquito and Vector Control District is a Special District with the stated vision of <br />“protecting public health through a science-based program of integrated vector management, which is <br />responsive to the community, and prepared to adapt to new challenges.” Utilizing a Special District to <br />oversee matters of public health ensures the ability to tailor services to broader community demand and <br />supports responsiveness to a diverse constituency that transcends city boundaries. The 21-member Board <br />of Trustees benefits from equal representation from all included jurisdictions and enables the Board to <br />make decisions that are informed by different lived experiences. <br />10.B. - Page 2 of 5 <br />792
