ATTY/RESO.0024/PC RESO 901 EL CAMINO <br />REV: 04-11-25 VR <br />Page 2 of 20 <br />WHEREAS, after the initiation, the Applicant proposed revisions to the project <br />including an off-site land donation to and a partnership with an affordable housing <br />developer (“Abode”) to facilitate development of an affordable housing project, a land <br />exchange with the Corridor Joint Powers Board (JPB), a request for a right-of-way <br />vacation to create larger development site, and an increase to the proposed office square <br />footage; and <br /> <br />WHEREAS, on September 13, 2021, the City Council adopted Resolution 15984 <br />to re-initiate the modified project which would still require a General Plan and DTPP <br />Amendment; and <br /> <br />WHEREAS, the Project application includes requests for a General Plan/DTPP <br />Amendment (GP2021-003) to adjust the development capacity for office, a Downtown <br />Planned Community Permit (DPC2021-002) to construct a mixed use office with R&D, <br />Lab uses project, a Use Permit (UP2024-003) for a Research and Development, <br />Laboratory use, a Planned Development Permit (PD2024-002) to request additional <br />height for rooftop screening, a Vesting Tentative Parcel Map (TM2021-005) to combine <br />multiple parcels into one development site, an Affordable Housing Plan with associated <br />documentation and agreements, and a Development Agreement; and <br /> <br />WHEREAS, to form the 1.6-acre lot for development, the Project requires <br />combining multiple parcels into one development site including a request for the City to <br />vacate the California Street right-of-way between James Avenue and Winklebleck Street, <br />and vacate portions of Winklebleck Street that serves as access into the Transit Center <br />parking lot. California Street was owned by multiple parties including a portion that is <br />owned in fee by the City of Redwood City, and the applicant has acquired title to or is <br />under contract for every portion of the street not owned by the City. It is anticipated that <br />the Applicant would acquire this portion of California Street property from the City in <br />exchange for a grant of right-of-way for the new Franklin Street. To fulfill a prerequisite to <br />selling City-owned property, the City declared the subject land exempt surplus under the <br />Surplus Land Act, submitted its findings to the California Department of Housing and <br />Community Development (HCD), and received concurrence; and <br /> <br />WHEREAS, to form the 1.6-acre lot for development, the Project requires <br />combining multiple parcels into one development site including a proposed land swap <br />with JPB that would exchange the property located at 2529 Broadway to JPB for a portion <br />of the existing Transit Center parking lot to the Applicant; and <br /> <br />WHEREAS, on September 2, 2021, JPB authorized JPB staff to enter into an <br />exclusive negotiation agreement with El Camino Real Holdings JV (KM-ECR at the time) <br />and in February 2025, the JPB board, California Department of Housing and Community <br />Development, and the Federal Transit Administration authorized the land-swap exchange <br />agreement. The Applicant will complete the land exchange after Parcel Map recordation; <br />and <br /> <br />
