ATTY/RESO.0046/PC RESO FY 25-26 CAPITAL IMPROVEMENT PROGRAM <br />REV: 04-25-25 VR <br />Page 1 of 2 <br />RESOLUTION NO. 25-03 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY FINDING THAT THE CAPITAL IMPROVEMENT <br />PROGRAM FOR FISCAL YEAR 2025-2026 CONFORMS TO AND IS <br />CONSISTENT WITH THE GENERAL PLAN <br /> <br />WHEREAS, each year the Planning Commission must review all capital projects <br />that will be planned, initiated, or constructed during the ensuing fiscal year for conformity <br />with the General Plan as required by State Planning and Zoning Law (Government Code <br />Section 65401); and <br /> <br />WHEREAS, the Planning Commission has been furnished a copy of and reviewed <br />the Capital Improvement Program for Fiscal Years 2025-2026 (CIP for FY 25-26) for <br />conformity with the Redwood City General Plan; and <br /> <br />WHEREAS, the Planning Commission held a duly noticed public hearing at which <br />it considered the CIP for FY 25-26, the General Plan, staff reports, and the testimony and <br />evidence of all those wishing to be heard; and <br /> <br />WHEREAS, the Planning Commission’s determination of General Plan <br />consistency is exempt from the California Environmental Quality Act (CEQA) pursuant to <br />CEQA Guidelines Section 15378(b) and CEQA Guidelines Section 15061(b)(3) because <br />a “project” under CEQA does not include administrative activities that will not result in <br />direct or indirect physical changes in the environment. This General Plan consistency <br />determination is an administrative action that does not authorize or otherwise commit the <br />City to any construction or other project which would result in direct or indirect physical <br />changes in the environment. All future CIP projects, if any, will undergo CEQA review at <br />the time they are approved. Further, even if this action was considered a project under <br />CEQA, it would be exempt pursuant to CEQA Guidelines Section 15061(b)(3) because it <br />can be seen with certainty that determining CIP project consistency with the General Plan <br />will not have a significant impact on the environment. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF <br />THE CITY OF REDWOOD CITY AS FOLLOWS: <br /> <br />Section 1. The Planning Commission, having independently heard, considered, <br />and weighed all the evidence in the record, finds that the Capital Improvement Program <br />for Fiscal Years 2025-2026 conforms to and is consistent with the Redwood City General <br />Plan. <br /> <br />Section 2. The above recitals are accurate and constitute findings in this matter <br />and served as an adequate and appropriate evidentiary basis for the findings and actions <br />set forth in this Resolution. <br /> <br />
