ATTY/RESO.0085/PC RESO RECOMMENDING AFFORDABLE HOUSING INCENTIVE PROGRAM APPROVAL <br />REV: 08-14-25 VR <br />Page 2 of 3 <br /> <br />WHEREAS, as the AHO inclusionary housing requirements are contributing to the <br />economic infeasibility of residential development, temporarily reducing the AHO <br />requirements, such as reducing the inclusionary housing percentage rates required for <br />rental and ownership projects, as set forth in Section 4 below (“Affordable Housing <br />Incentive Program”), may stimulate residential development, increase production of both <br />market rate and affordable housing, create jobs, and grow tax revenue; and <br /> <br />WHEREAS, on August 19, 2025, the Planning Commission held a duly-noticed <br />public hearing on the proposed Affordable Housing Incentive Program in accordance with <br />all applicable requirements. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF <br />THE CITY OF REDWOOD CITY, AS FOLLOWS: <br /> <br />SECTION 1. RECITALS <br /> <br />The foregoing recitals set forth above are true and correct and are hereby <br />incorporated by this reference as if fully set forth in their entirety. <br /> <br />SECTION 2. FINDINGS <br /> <br />A. The Planning Commission finds that the Affordable Housing Incentive <br />Program is consistent with the City’s General Plan and housing priority policies <br />and will serve the public necessity, convenience and welfare for the reasons set <br />forth in the staff report associated herewith and the Council adopts such reasons <br />as its own. <br /> <br />B. The Planning Commission further finds that the Affordable Housing <br />Incentive Program, which amends AHO to reduce the affordable housing <br />requirements for Pipeline Projects, is a programmatic regulatory adjustment that <br />will uniformly provide an incentive for projects to advance to the construction stage <br />which furthers the City’s housing and other policy priorities. <br /> <br />SECTION 3. CEQA COMPLIANCE <br /> <br />The Planning Commission finds that the Affordable Housing Incentive Program is <br />not subject to the California Environmental Quality Act (“CEQA”). The proposed Program <br />is not considered a project under Public Resources Code Section 21605 and CEQA <br />Guidelines Section 15378, and even if it were a project it would be categorically exempt <br />under CEQA Guidelines Section 15061(b)(3) as the Affordable Housing Incentive <br />Program does not have potential for a direct physical effect in the environment or a <br />reasonably foreseeable indirect effect on the environment. Pursuant to CEQA Guidelines <br />Section 15378(b)(4), the creation of government funding mechanisms or other <br />government fiscal activities which do not involve any commitment to any specific project <br />which may result in a potentially significant physical impact on the environment is not
