The accessibility of off-street parking areas and the relation of parking <br />areas with respect to traffic on adjacent streets. <br />The development includes two levels of underground parking accessed on Heller <br />Street which is a secondary street with lower traffic volume than the primary street, <br />Main Street. This reduces potential traffic impacts on adjacent streets. <br /> <br />g. The reservation of landscaping areas for the purposes of separating or <br />screening service and storage areas from the street and adjoining building <br />sites, breaking up large expanses of paved areas, separating or screening <br />parking lots from the street and adjoining building sites, and separating <br />building areas from paved areas to provide access from buildings to open <br />space areas. <br />The project does not include parking, service or storage areas outside the building. <br />The service and storage areas are located inside the building, which screens them <br />effectively from adjoining building sites. The open area near the residential entrance <br />to Pennsylvania Avenue provides access from buildings to open space areas. <br /> <br />h. In the case of any commercial or industrial structure, the review <br />authority shall consider its proximity to any R District and shall consider the <br />effect of the proposed structure upon the character and value of the adjacent <br />R District area. <br />The project is adjacent to the R-4 Residential Zoning District, and there are <br />multifamily uses and a church (quasi-public use) in proximity to the project site. The <br />proposed mixed-use structure provides high quality architectural design that <br />enhances the visual appearance of the vicinity and the value of the adjacent R- <br />District area. <br /> <br />i. The provision of permeable areas and drainage design appropriate to <br />capture and treat stormwater runoff prior to its discharge from the site <br />including, but not limited to, the use of vegetated swales, landscape features, <br />permeable pavement materials, infiltration basins or engineered designs. <br />The City’s Engineering division has reviewed the Project’s landscape features and <br />areas and stormwater treatment, and determined that the Project would comply <br />with all requirements. Conditions of Approval have also been incorporated that <br />would ensure compliance with the stormwater runoff requirements. <br /> <br />5. Use Permit (UP2024-013). The Planning Commission is able make the <br />required findings for approval of a Use Permit (Zoning Ordinance Section 42.4). <br />Specifically, the Planning Commission finds that: <br /> <br />a. The proposed use will be consistent with the various elements and <br />objectives of the general plan and any applicable Specific and Precise Plans, <br />and zoning regulations for the subject location.
