ATTY/RESO.0090/PC RESO 1201 MAIN STREET MIXED USE PROJECT
REV: 08-15-25 VR
entrance area, and a roof deck that increases the quantity and quality of natural
features.

f. The accessibility of off-street parking areas and the relation of parking
areas with respect to traffic on adjacent streets.
The development includes two levels of underground parking accessed on Heller
Street which is a secondary street with lower traffic volume than the primary street,
Main Street. This reduces potential traffic impacts on adjacent streets.

g. The reservation of landscaping areas for the purposes of separating or
screening service and storage areas from the street and adjoining building
sites, breaking up large expanses of paved areas, separating or screening
parking lots from the street and adjoining building sites, and separating
building areas from paved areas to provide access from buildings to open
space areas.
The project does not include parking, service or storage areas outside the building.
The service and storage areas are located inside the building, which screens them
effectively from adjoining building sites. The open area near the residential entrance
to Pennsylvania Avenue provides access from buildings to open space areas.

h. In the case of any commercial or industrial structure, the review
authority shall consider its proximity to any R District and shall consider the
effect of the proposed structure upon the character and value of the adjacent
R District area.
The project is adjacent to the R-4 Residential Zoning District, and there are
multifamily uses and a church (quasi-public use) in proximity to the project site. The
proposed mixed-use structure provides high quality architectural design that
enhances the visual appearance of the vicinity and the value of the adjacent R-
District area.

i. The provision of permeable areas and drainage design appropriate to
capture and treat stormwater runoff prior to its discharge from the site
including, but not limited to, the use of vegetated swales, landscape features,
permeable pavement materials, infiltration basins or engineered designs.
The City’s Engineering division has reviewed the Project’s landscape features and
areas and stormwater treatment, and determined that the Project would comply
with all requirements. Conditions of Approval have also been incorporated that
would ensure compliance with the stormwater runoff requirements.

5. Use Permit (UP2024-013). The Planning Commission is able make the
required findings for approval of a Use Permit (Zoning Ordinance Section 42.4).
Specifically, the Planning Commission finds that:

a. The proposed use will be consistent with the various elements and
objectives of the general plan and any applicable Specific and Precise Plans,
and zoning regulations for the subject location.
