4 <br />Suggestion to collaborate with the American Institute of Architects to hold a design charrette <br />focused on the GDAP. <br />Historic Preservation <br />Given the loss of historic integrity of some structures in the Mezesville Historic District, members <br />expressed openness to examining the district’s overall integrity, priorities for preservation of <br />existing individual contributing structures, and additional strategies for communicating <br />Mezesville’s historic importance for Redwood City. <br />Mobility <br />Recommendation to consider how GDAP will address additional traffic generated as a result of <br />more intense new development. <br />Open Space <br />It was noted that Redwood City’s Downtown has become more attractive over the years but that <br />more needs to be done to continue this trend to support a quality environment where people <br />want to live, work, shop, etc. <br />Planning Commission & Transportation Advisory Committee Joint Study Session <br />The Planning Commission and TAC held a joint study session on October 21, 2025. The video of the study <br />session can be viewed here. Commissioners and committee members provided the following feedback on <br />the Vision Framework. <br />Land Use & Economic Development <br />Support for the mixed-use district concept. <br />Encouragement for densification around the Caltrain Station. Recommend looking at the <br />Centennial neighborhood for greater densification given its adjacency to existing and relocated <br />Caltrain Station. <br />Support for the preservation of existing historic neighborhoods Centennial and Stambaugh-Heller <br />and historic fabric Downtown while creating opportunities for higher intensity development along <br />major corridors adjacent to them. <br />Concern about relying too much on the North of Downtown and Innovation/Incubation districts <br />to accommodate a lot of uses and density as they are further than a 15 minute walk from Caltrain <br />Station. <br />Ground Floor Activation <br />o Support active ground floor retail but worry about over-supply that leads to vacant <br />spaces and spreading activity too thinly across the plan area. Encouragement for <br />strategic concentration of ground floor retail <br />o Concern with focusing retail along ECR. Franklin Street may be a better candidate for a <br />retail corridor. <br />o Recommend requiring active ground floor in all buildings in Downtown Core. <br />o Support the requirement for active ground floor uses to create 24/7 city. <br />Downtown Gateways <br />o Downtown is hidden from key entry points—there are no clear gateways to Downtown. <br />o Support for a gateway element and wayfinding on Veterans to direct people Downtown. <br />When you get off the freeway on Veterans you don’t know how to get Downtown if you’re <br />not familiar with the area. <br />12.A. - Page 64 of 69 <br />283
