8 <br />Parks Commission work plan audits are looking at including pedestrian amenities, crosswalk/stop <br />signs, bike parking in and around parks. <br />Housing & Human Concerns Committee Study Session <br />The HHCC held a study session on October 28, 2025. Committee members provided the following <br />feedback on the Vision Framework. <br />Housing <br />Consider how the plan will address housing affordability and identify funding sources for <br />affordable housing. <br />Missing Middle Housing <br />o We often see that missing middle housing is permitted by zoning and development <br />standards but does not get built. How can we incentivize it? <br />o Construction of missing middle housing should be a responsibility shared citywide, not <br />just concentrated in the plan area and where transit is concentrated. <br />We should consider how we zone for housing in areas outside of this plan area. This is one of the <br />more affordable areas—this plan area can’t do all the things we need in terms of affordable <br />housing. <br />The Broadway corridor in Stambaugh-Heller is a good opportunity for multifamily high/mid-rise <br />residential development. <br />Mobility <br />Bike infrastructure is a huge priority. How do we move forward bike infrastructure quickly? <br />Given that Redwood City is performing poorly when it comes to Vision Zero, recommendation <br />that the City lower speed limits throughout the city to make walking and biking safer. <br />Would like to make Redwood City more attractive for biking—not just for residents, but also for <br />people commuting to work and for people coming here for recreation. Would like to see protected <br />bike lanes out to Bay Trail. Interested to see where others may be proposed. <br />Due to safety and noise concerns, is it possible to remove/relocate the freight rail on Chestnut <br />since it runs through a residential neighborhood? Would encourage the City to look at whether it <br />could be moved to Woodside Road since it is a busier street. Acknowledgement that there are a <br />lot of stakeholders to contend with. <br />Concern with the aesthetics of the Caltrain grade separation—creates a substantial physical and <br />visual barrier (and potentially other kinds of separations) within the City. <br />Would like to see de-prioritization of street parking within Downtown’s limited rights of way. Let’s <br />use the abundant off-street parking resources we have (e.g parking structures) for parking uses. <br />Crossing at ECR and Woodside is dangerous for people walking and biking to Downtown. <br />There are only bad biking and walking routes in the southern part of the plan area. The Maple <br />Street/Vera jog on ECR is very dangerous. <br />Concern with ped/bike crossings at James/ECR. Can the Caltrain platform be extended to ECR? <br />Can we have commercial uses on the platform? <br />Climate Resilience <br />Appreciation for the ideas around climate resilience.
