Page 1 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: January 12, 2026 <br />SUBJECT <br />Agreement for Services with Ensight Technologies LLC for the replacement of the parking access system <br />for the 830 Jefferson Avenue and 750 Marshall Street garages <br />SUMMARY <br />The Parking Access and Revenue Control System (PARCS) in Redwood City’s downtown garages has <br />reached the end of its useful life. Ensight Technologies, LLC, and their partner, Flowbird Group, in the <br />proposed agreement, will replace the PARCS with current technology to improve access to and the <br />efficiency of City parking facilities. <br />RECOMMENDATION <br />By motion: <br />1. Approve and authorize the City Manager to execute a Master Agreement with Ensight Technologies <br />LLC. to provide the acquisition and installation of a Parking Access and Revenue Control System <br />(PARCS) for Marshall and Jefferson Garages for an amount of $577,310; <br />2. Authorize the City Manager to purchase an annual extended warranty, hardware maintenance, and <br />software support contract with Ensight Technologies LLC., following the initial contract term of 2 <br />years after substantial completion, for up to five additional years, for a total amount not to exceed <br />$308,475; and <br />3.
