REV: 01-05-26 LR
ATTACHMENT 5—PRIME CONTRACTOR (CONSULTANT), APPROVED
SUBCONTRACTORS, AND KEY PERSONNEL
A. ENSIGHT TECHNOLOGIES (CONSULTANT)
I. Company Background
Founded in 2018 and headquartered in San Diego, California, EnSight Technologies, LLC
builds on the legacy of its founding members, who established APS Technology Group in
2002. APS developed and delivered Optical Character and License Plate Recognition
(LPR) systems for tracking containerized cargo and trucks, operating in 14 countries
before its sale in 2012. Leveraging this extensive experience in optical vision systems,
EnSight’s founders transitioned their expertise to the parking industry, creating innovative
solutions for modern parking challenges.
As a software solutions company, EnSight has developed proprietary AI-based object
detection and tracking software that integrates with off-the-shelf cameras and hardware.
EnSight’s platform offers real-time occupancy counts, an integrated LPR module,
customizable dynamic signage, and an open API infrastructure, creating a flexible and
cost-effective parking management system serving clients across diverse industries, from
small operators to large organizations.
II. Key Personnel
Name Title Role
Nate Wolfe Project Manager Nate Wolfe will serve as the project manager for this
initiative, overseeing all aspects of the Parking
Access and Revenue Control System (PARCS)
deployment. With extensive experience managing
large-scale PARCS projects at FLASH Parking, Nate
brings a proven track record of success. Since
joining EnSight Technologies nearly a year ago, he
has effectively led diverse projects, including major
airport deployments, municipal initiatives such as the
South Lake Tahoe gateless parking solution, and
numerous other EnSight projects nationwide.
Ehren Kellogg Project Engineer Ehren will be responsible for overall project
engineering, drawings, network diagrams, and
coordination on installation and infrastructure tasks.
With over 20 years in the Parking industry of an IT
background and 8 years of project management
experience, Ehren has worn many ‘hats’ along the
way. Getting his start as a parking Installation
Technician, he’s also held the roles of Product
Specialist, IT Manager, and Sales Engineer.
ATTY/AGR.2026.001/EnSight Technologies (Parking Access and Revenue Control System (PARCS)) (Page 140 of 167)
