Page 2 of 7 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />BACKGROUND <br />Redwood City regularly conducts citywide surveys to measure community satisfaction with City services, <br />programs, quality of life, sense of community, and related topics. These surveys help the City better <br />understand resident needs and inform future initiatives. The City has previously completed surveys in <br />2023, 2021, 2019, 2015, 2010, 2008, 2003, and 2001. <br />For the 2025 Community Satisfaction Survey, the City contracted with Policy Confluence (Polco) and <br />utilized “The National Community Survey” (The NCS), which evaluates ten facets of community livability: <br />Economy, Mobility, Community Design, Utilities, Safety, Natural Environment, Parks and Recreation, <br />Health and Wellness, Education, Arts and Culture, and Inclusivity and Engagement. <br />The Community Satisfaction Survey was conducted from September 4, 2025, to November 20, 2025. All <br />households within the City of Redwood City were eligible to participate in the survey. Invitations were <br />sent to randomly selected households to obtain a representative sample. The survey was available in <br />English and Spanish, and all mailed invitations included instructions on how to complete the survey in <br />residents’ preferred language. The results presented in the report (Attachment A) focus on the <br />representative sample only. <br />In addition to the randomly selected households, a link to an online open-participation survey was <br />available to anyone who lives or works in Redwood City. The open-participation survey was available, <br />starting on October 2, 2025, and was open for seven weeks. 290 residents completed the open- <br />participation survey. While the results from the open-participation survey are not included in the results <br />report, they are available through the data dashboard by visiting <br />www.RedwoodCity.org/CommunitySurvey. <br />ANALYSIS <br />The Community Satisfaction Survey results (Attachment A) reflect the opinion of a representative sample <br />of 280 residents. The margin of error for reported percentages is 5.9%. Results were weighted to align <br />with the demographic profile of adults in Redwood City. <br />Polco also provides comparative national benchmark information. The NCS database includes results from <br />over 400 communities. Comparative evaluations include data from surveys conducted over the past five <br />years. <br />Key findings from the survey results are provided below. A representative from Polco will provide a more <br />in-depth review of the survey results during the City Council meeting and will be available to answer <br />questions. <br />Trust in local government is growing. More residents feel that the City understands their needs and <br />values transparency. <br />●When asked to rate the overall direction the City is taking, Redwood City received an approval rating <br />of 61% (up 10 points). Residents aged 18-34 (69%) felt more positive about the City than residents 55 <br />and over. <br />●Nearly 6 out of 10 community members rated Redwood City highly for being open and transparent to <br />the public (up 13 points from 46%). <br />11.A. - Page 2 of 43 <br />136
