Page 3 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Therefore, staff seeks approval from the City Council to certify the Deputy Fire Chief position as a critically <br />needed position and to approve an exception to the 180-day post-retirement waiting period pursuant to <br />Government Code section 7522.56(f)(1). Staff recommends that City Council appoint Gregory DaCunha <br />as Extra Help Deputy Fire Chief beginning January 27, 2026, or upon CalPERS approval to hire, whichever <br />is later. This appointment is anticipated to last no more than six months. <br />Upon approval of the exception to the 180-day waiting period, Government Code section 21224 <br />authorizes the City to appoint a CalPERS retiree as a retired annuitant without reinstatement from <br />retirement, subject to applicable legal requirements. The appointment will comply with all requirements <br />governing retired annuitant employment, including job titles, hourly compensation limits and the 960- <br />hour fiscal year cap. <br />EQUITY IMPACT STATEMENT <br />The temporary retired annuitant appointment will support continuity of leadership and knowledge <br />transfer to the externally hired Deputy Fire Chief, including transfer of institutional knowledge related to <br />the Fire Department’s ongoing diversity, equity, and inclusion initiatives. <br />FISCAL IMPACT <br />There is no additional fiscal impact as funding will be covered by position vacancy savings in the FY 2025- <br />26 Adopted Budget. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council could direct staff to consider other alternatives to meeting the needs of the City in <br />accomplishing required work within the Fire Department. <br />11.C. - Page 3 of 12 <br />197
