Page 1 of 8 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: January 26, 2026 <br />SUBJECT <br />Tentative Agreement for Addendum to Memorandum of Understanding (MOU) between City of Redwood <br />City and the bargaining unit represented by the Service Employees International Union (SEIU) Local 521 <br />SUMMARY <br />In July 2025, pursuant Government Code Section 3507.7 of the Meyer Milias Brown Act (MMBA), SEIU <br />petitioned to add temporary contract employees who perform the same or similar type of work, to the <br />same unit as regular, SEIU-represented employees. Following City Council direction, City staff and SEIU <br />met over a period of approximately three months (September 2025-December 2025) to discuss topics of <br />concern to both parties and met and conferred over terms of employment in the MOU Addendum. City <br />staff seek approval of the Tentative Agreement for the MOU Addendum for the period of January 26, 2026 <br />through January 23, 2028. <br />RECOMMENDATION <br />By motion, approve Tentative Agreement relative to wages, hours, and other terms and conditions of <br />employment for contract employees represented by SEIU, for the period of January 26, 2026 through <br />January 23, 2028. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />8.E. - Page 1 of 31 <br />38
