Engineering and 1017 Middlefield Road <br />Transportation Department Redwood City, CA 94063 <br />Engineering and Transportation Division (650)780-7380 <br />www.redwoodcity.org <br /> <br /> <br /> <br /> <br /> <br />To: Patrick Heisinger, City Manager <br />From: Tanisha Werner, Engineering and Transportation Department <br />Date: January 29, 2026 <br />Re: Approval to Contract with Sierra Traffic Markings, Inc. for the Phase 1 Intersection Daylighting <br />Project <br />BACKGROUND <br />In response to California’s new daylighting law (Assembly Bill 413) requirements aimed at improving <br />pedestrian safety and visibility at intersecitons, the City is initiating a red curb painting project to establish <br />“no parking” zones. The law mandates a minimum 20-foot no parking zone before both marked and <br />unmarked crosswalks to enhance sightlines between drivers and pedestrians, particularly in high foot- <br />traffic areas. <br />Aligning with the City’s goal of pedestrian safety at intersections, the Phase 1 Intersection Daylighting <br />Project focuses on implementing red curb markings near Rewdood City parks and schools, where <br />pedestrian activity is most frequent. This phase 1 implementation will serve as the first step for a broader, <br />citywide effort to bring all intersections into compliance with the daylighting law over time. Future <br />projects supporting daylighting may expand to residential and commercial cooridors, including the <br />downtown area, based on field assessments, community feedbacks, and available funding. <br />The engineering estimate for the phase 1 including painting red curbs, mobilization, demobilization, and <br />traffic control, is approximately $58,000. The project cost will be covered by General Fund (357) under <br />Daylighting Law program 85139, which has a balance of $292,000 as of December 2025. <br />ANALYSIS <br />Staff advertised the project on the City Webiste for 21 days, and received bids from three (3) qualified <br />contractors.
