__________________________________________________________________________________________________ <br />JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ November 24, 2025 <br />PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 4 <br /> <br /> MINUTE BOOK NO. 69 <br />Engineering & Transportation Director Tanisha Werner introduced the item, and Senior <br />Civil Engineer Patti Schrotenboer gave the staff presentation. <br /> <br />Mayor Martínez Saballos opened the public hearing. <br /> <br />The following members of the public provided comments: <br />• AJ Lehr <br />• Alex Lehr <br />• Kim Hurst <br /> <br />Mayor Martínez Saballos closed the public hearing. <br /> <br />Recommendation: <br />Waive first reading and introduce an ordinance amending Municipal Code Chapters 18 <br />(Local Improvements and Planning), 27A (Stormwater Management and Discharge <br />Control Program), 30 (Subdivisions), and 41 (Floodplain Management). <br /> <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br /> <br />Motion and second, Howard and Chu to waive first reading and introduce an ordinance <br />amending Municipal Code Chapters 18 (Local Improvements and Planning), 27A <br />(Stormwater Management and Discharge Control Program), 30 (Subdivisions), and 41 <br />(Floodplain Management). The motion passed unanimously by electronic vote. <br /> <br /> 8.B. Request for modifications to the Elco Yards’ Affordable Housing Plan, State Density <br />Bonus Law concessions and waivers, and minor design details for the buildings on lots <br />A (1555 El Camino Real) and D (113 Beech Street) (601) Reso 16370 <br /> <br />Community Development Director Jeff Schwob introduced the item, and Principal <br />Planner Lindy Chan and Housing Leadership Manager Alin Lancaster gave the staff <br />presentation. <br /> <br />Project applicants, Margo Sulmont from High Street Residential/Trammel Crow <br />Company and Carey Algaze from IQHQ gave a presentation. <br /> <br />Mayor Martínez Saballos opened the public hearing. <br /> <br />There was no public comment. <br /> <br />Mayor Martínez Saballos closed the public hearing. <br /> <br />
