Recommendation: Waive first reading and introduce an ordinance amending Municipal Code Chapters 18 (Local Improvements and Planning), 27A (Stormwater Management and Discharge Control Program), 30 (Subdivisions), and 41 (Floodplain Management). CEQA: This is not a project under California Environmental Quality Act (CEQA) Motion and second, Howard and Chu to waive first reading and introduce an ordinance amending Municipal Code Chapters 18 (Local Improvements and Planning), 27A (Stormwater Management and Discharge Control Program), 30 (Subdivisions), and 41 (Floodplain Management). The motion passed unanimously by electronic vote. 8.B. Request for modifications to the Elco Yards’ Affordable Housing Plan, State Density Bonus Law concessions and waivers, and minor design details for the buildings on lots A (1555 El Camino Real) and D (113 Beech Street) (601) Reso 16370 Community Development Director Jeff Schwob introduced the item, and Principal Planner Lindy Chan and Housing Leadership Manager Alin Lancaster gave the staff presentation. Project applicants, Margo Sulmont from High Street Residential/Trammel Crow Company and Carey Algaze from IQHQ gave a presentation. Mayor Martínez Saballos opened the public hearing.
