Page 4 of 7 <br />7.F.Amendment No. 2 to Community Development Block Grant (CDBG) Agreement <br />with First Community Housing to add $26,514 for the elevator modernization <br />project at Villa Montgomery Apartments located at 1540 El Camino Real <br />Recommendation: <br />By motion, approve and authorize the City Manager to execute Amendment No. <br />2 to the CDBG Agreement with First Community Housing, for the elevator <br />modernization project at Villa Montgomery Apartments, increasing the CDBG <br />amount by $26,514, for a total not-to-exceed CDBG amount of $509,614 for the <br />grant period ending on March 31, 2026. <br />CEQA: <br />The City has completed a National Environmental Protection Act (NEPA) review <br />and determined this CDBG funded project is categorically excluded per 24 CFR <br />58.35(a), and subject to laws and authorities at Sections 58.5, 58.34(a)(12) and <br />58.35(a)(3)(ii) under the NEPA because it involves rehabilitation of buildings and <br />improvements and a Notice of Exemption was filed with the San Mateo County <br />Clerk on July 18, 2024. <br />7.G.Amendments to City's Classification and Salary and Wage Plan establishing new <br />and revised job descriptions for classifications represented by Service <br />Employees International Union (SEIU) Local 521, Redwood City Management <br />Employees Association (RCMEA), Redwood City Police Officers Association <br />(RCPOA), and Redwood City Police Supervisors Association (RCPSA), and <br />Tentative Agreements with RCPOA and RCPSA to revise job titles in <br />Memorandums of Understanding (MOUs) <br />Recommendation: <br />1. Adopt a Resolution amending the City's Classification and Salary and Wage Plan <br />to establish the new classifications of Project READ Aide, Transportation <br />Manager, Police Officer II, Police Officer III, Police Sergeant II, Police Sergeant III, <br />Police Lieutenant II, and Police Lieutenant III, and to amend job descriptions for <br />Project READ Assistant, Police Officer with title change to Police Officer I, Police <br />Sergeant with title change to Police Sergeant I, and Police Lieutenant with title <br />change to Police Lieutenant I; and <br />2. By motion, approve Tentative Agreements with RCPOA and RCPSA to revise job <br />titles in MOUs. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />4
