Program H4-9: Housing Accountability Actb) Streamline the number of projects requiring Planning Commission review and study additional ways to speed housing approvals6/30/20256th CycleCompletedb) City amended Zoning Code (Articles 41.4 and 41.8) and Municipal Code (Section 30.68) to:- Clarify that residential projects subject to streamlining under Senate Bill 35 (i.e. housing projects with at least 50% of units offered at 80% of area median income) be subject to review by the Zoning Administrator without a public hearing.- Make the Planning Commission the sole discretionary review authority over tentative parcel maps, thus removing the Subdivision Committee as a second discretionary authority.- Clarify that subdivision approvals required by State law are ministerial actions exempt from appeal.Effective as of 8/24/2023. In 2025, the City took numerous additional steps to streamline processes in order to facilitate residential development including: - Updated its planning submittal checklist with clearer objective submittal requirements in order to streamline completeness and development review. - Updated eTrakIt to allow online submittals and payment and to improve process transparency.
