Page 1 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: March 9, 2026 <br />SUBJECT <br />Award contract to ACE Parking, Inc. for downtown garage operations and parking system maintenance <br />SUMMARY <br />Redwood City’s two downtown garages, Jefferson Garage and Marshall Garage, require increasing <br />support for operations and maintenance resulting from their age and human activity. For the past five <br />years, ACE Parking, Inc. (ACE Parking) provided these services and other services requested by the City. <br />Staff recommends continuing their services for both garages for a nine-month term through December 1, <br />2026, while the City prepares a request for proposals (RFP) for a new multi-year contract with expanded <br />scope. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a Professional Agreement for Services with <br />ACE Parking, Inc. for operation and management of the Jefferson Garage and Marshall Garage for an <br />amount not to exceed $946,085 for the nine-month agreement. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Transportation <br />BACKGROUND <br />The City owns and maintains two parking garages in downtown Redwood City: the Jefferson Garage, <br />located below the downtown movie theater, and the Marshall Garage, located across the street from Fire <br />Station Nine. Between 2006 through 2020, parking garage operating and maintenance services were <br />provided by ABM Parking. ABM Parking’s agreement ended at the end of 2020. <br />7.C. - Page 1 of 29 <br />75
