REV: 02-26-26 VR <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Scope of Services <br />The Administrative Hearing Officer shall preside over hearings on appeals to <br />administrative citations that have been issued for violations of the City’s Municipal Code <br />and Zoning Code. The administrative citation appeal process is codified in Section 1.20.6 <br />of the Redwood City Municipal Code. <br />Hearings will occur as requested by the City Clerk, the Assistant City Manager or their <br />designee, and responsibilities will include: <br />-Scheduling hearings; <br />-Reviewing case documentation; <br />-Conducting hearings; <br />-Preparing a written determination; and <br />-Performing all other services as outlined in the agreement for services, including <br />all work necessary for the effective handling of appeals to administrative citations <br />issued for violations of the City’s Municipal Code and Zoning Code. <br />The City will provide administrative support in scheduling hearings. For the sole purpose <br />of conducting the hearing and at the time of the hearing only, the City will provide hearing <br />rooms, documents (such as copies of briefs, communications, municipal code), and <br />equipment necessary for conducting the hearing. <br />Fees <br />Hourly rates for Administrative Hearing Officer Services <br />Attorneys $325 <br />Paralegals & Law Clerks $210 <br />Consultant will be paid monthly for actual services rendered at the hourly rates in the <br />above fee schedule, pursuant to invoices consistent with Section 6, Compensation. <br />Travel expenses shall be in accordance with the City’s current travel policy. Other <br />expenses include costs for court filing fees, process server fees, messenger fees, legal <br />research, litigation guarantees, printing and document reproduction, and other costs <br />necessary for legal representation. <br />Effective July 1, 2026, and on each July 1 thereafter during the term of this Agreement, <br />compensation shall be increased by five percent (5%) as a cost-of-living adjustment. <br />ATTY/AGR.2026.051/Civica Law Group (Admin Hearing Officer) (Page 11 of 11)
