Memorandum of Understanding (MOU) <br />between the City of Redwood City and the Peninsula Corridor Joint Powers Board <br />for Completion of the Project Study Report (PSR) for the Redwood City Grade Separation <br />Project <br />This memorandum of understanding (MOU) is entered into as of the 14th day of April, 2025 <br />(Execution Date), by and between the City of Redwood City and the Peninsula Corridor Joint <br />Powers Board (JPB), each of which is referred to herein individually as "Party" and jointly as <br />"Parties." <br />WHEREAS, in 2018, City of Redwood City jointly with JPB staff started the Whipple Avenue <br />grade separation study (2018 Grade Separation Study) with an MOU which was amended in 2021 <br />to include all six at-grade Caltrain crossings in Redwood City in the scope of work; and <br />WHEREAS, the 2018 Grade Separation Study evaluated and proposed improvement alternatives <br />for six at-grade Caltrain crossings in Redwood City; and <br />WHEREAS, in 2023, the City Council of Redwood City received a presentation on the 2018 <br />Grade Separation Study outcomes and selected a preferred alternative and directed staff to advance <br />the project to the next phase; and <br />WHEREAS the next phase of the project is completion of a Project Study Report (PSR) to make <br />the project ready and eligible for environmental studies; and <br />WHEREAS Parties collaboratively developed the Scope of Work for PSR as described in Section <br />Exhibit A. <br />Now, THEREFORE, the Parties to this MOU agree as follows: <br />A. Project Description and Scope <br />Project Description: This Project is a PSR evaluating, at an early planning concept level: <br />1) grade separation of the six existing at-grade Caltrain crossings in Redwood City; 2) <br />widening of the two-track Caltrain alignment to four tracks along a portion of the Caltrain <br />right-of-way in Redwood City; and 3) replacement of the existing two-track at-grade <br />Redwood City Caltrain station with a four-track elevated station. <br />Scope of Work: The Scope of Work is as described in Exhibit A, "Scope of Work".
