22206 920 Shasta <br />Affordable Housing Plan and Density Bonus Request <br />November 5, 2024 <br />Abode Communities has a contract with a Relocation Consultant for ongoing consultation <br />as well as relocation services. A draft Relocation Plan has been prepared and submitted to <br />the City for review; the plan complies with the California Relocation Assistance Act. The <br />affordable housing developer will indemnify the City pursuant to City Zoning Code <br />Section 29.8FI(9 requirements. Residential tenants will be notified about the relocation plan <br />with at least 12 months' notice, with additional 180 -day, 90 -day and 30 -day notices. <br />Overland Pacific & Cutler, LLC (a division of Transystems will be responsible for the <br />relocation of both residential and commercial tenants under the direction of Abode <br />Communities. Relocation is expected to begin at 6 months of receipt of a tax credit award. <br />The site is expected to be unoccupied/vacant for the last 3 months prior to receiving all <br />financial commitments and construction commencement. <br />The Affordable Housing Project will require demolition of existing structures. Abode <br />Commrmities will be responsible for submitting a demolition plan within 6 -months of <br />closing escrow of financing for review and approval by the City. The demolition plan <br />should be approved upon closing escrow on financing. <br />The property will provide adequate utilities and infrastructure. The Affordable Project site <br />already has existing development on it. It is well served by existing utilities. The Project <br />site will continue to have adequate utilities, streets, public facilities, and other infrastructure <br />to accommodate affordable units. A Utility Report dated 6/16/2023 has been submitted to <br />the city. <br />The Applicant acknowledges that the property must be free of hazardous materials or other <br />material environmental constraints to development of affordable housing. <br />The to -be -donated property will be subject to the California Land Reuse and Revitalization <br />Act of 2004 (CLRRA) Agreement for 920 Shasta, 920 Shasta Street, Redwood City (Site <br />Code: 202450 and Docket Number HAS-FY22/23-121) (CLRRA Agreement). A <br />subsequent Remedial Action Plan will be developed under the CLRRA Agreement and <br />will specify the measures to assess and remediate the property, including provision of a <br />Response Plan, if necessary, to eliminate any unreasonable risk. Compliance with the <br />CLRRA and all resulting steps, such as assessment and development of a Response Plan, <br />would preclude a condition that could constitute a material constraint on development of <br />affordable housing on the property. Based on a recent Phase 1 Assessment and Limited <br />Phase II Site Assessment, it is anticipated that design features to reduce any risk to an <br />acceptable level for residential uses would include installing a passive sub -slab <br />depressurization system with a vapor barrier. The passive sub -slab depressurization system <br />is a project cost and will be part of the total development cost for the project.
