INTRODUCTION <br />Shasta Street, LP (Developer) is in the process of acquiring the properties located at 920 Shasta <br />Street and 122 Buckeye Street, Redwood City, CA 94063 (Project Site) for the proposed new <br />construction of affordable housing units, Shasta Street IIomes (Project). The project site consists <br />of two parcels totaling 0.82 -acres located at the intersection of Shasta Street and Buckeye Street <br />in the Stambaugh -Heller neighborhood, a mixed-use neighborhood within the City of Redwood <br />City. <br />Current uses at the site consist of an existing three-bedroom single-family home and a two- <br />bedroom caretaker's unit on the property, in addition to a self -storage facility. Existing <br />improvements will be demolished to facilitate the construction of 99 affordable units plus one <br />manager's unit. The proposed development includes studios, 1-, 2- and 3 -bedroom units to be <br />offered to households with incomes at 30% - 80% area median income (AMI) as shown in Exhibit <br />A. One of the proposed amenities includes a resident center with programming provided by Abode <br />Services. Shasta Street IIomes is anticipated to receive a LEED Gold Rating and will be designed <br />as a 100% electric building. <br />The Developer anticipates utilizing City of Redwood— Affordable Housing Funds, County of San <br />Mateo Affordable Housing Funds, HCD Affordable Housing and Sustainable Community <br />Program funds, a Permanent Loan, 4% tax credits and bonds to finance the Project. <br />Overland, Pacific & Cutler, LLC (OPC), a division of TranSystems, an experienced relocation <br />and acquisition firm, has been selected to prepare a Relocation Plan (Plan) to address the impacts <br />to current Project occupants if the Project moves forward and the assistance that will be provided <br />to them. The needs and characteristics of the displacee population, the available relocation <br />resources, and the Developer's program to provide assistance to each affected person are general <br />subjects of this Plan. Two residential tenants would need to permanently relocate and 135 tenants <br />would need to relocate their personal property stored in the self -storage units. <br />In compliance with statutory requirements, the Plan has been prepared in accordance with the <br />requirements of California Relocation Assistance Law, Government Code Section 7260 et seq. <br />(Law) the Relocation Assistance and Real Property Acquisition Guidelines adopted by the <br />Department of Housing and Community Development and Title 25, California Code of <br />Regulations Section 6000 et seq. (Guidelines), SB 330/SB 1, and AB 1482/SB 567. <br />This Plan is organized in five sections: <br />1. Project description (SECTION I); <br />2. Assessment of the relocation needs of the persons subject to displacement <br />(SECTION II); <br />3. Assessment of available replacement commercial sites within Redwood <br />City and surrounding communities; <br />4. Description of the Developer's relocation program (SECTION IV); and <br />5.
