ATTY/RESO.0009/CC RESO REAFFIRMING CITY CIVIL LIBERTIES <br />REV: 03-30-26 VR <br />Page 1 of 3 <br />RESOLUTION NO. 16394 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY REAFFIRMING THE CITY’S COMMITMENT TO CIVIL LIBERTIES, <br />SOCIAL JUSTICE, AND A WELCOMING, INCLUSIVE, AND SAFE <br />COMMUNITY FOR ALL <br />WHEREAS, Redwood City is committed to advancing equity by creating conditions <br />that allow all who live, work, study and visit our community to fully participate in the <br />economic and social opportunities of the City and to prosper, consistent with the City’s <br />Council-adopted vision of ”a community where people of all backgrounds and income <br />levels can thrive,” including longtime residents, newcomers, and immigrants; and <br />WHEREAS, Redwood City has a long history of commitment to inclusion and <br />fairness, dating back to December 15, 1941, when, following the bombing of Pearl Harbor, <br />the City Council adopted a resolution urging residents to be ”tolerant, fair and just in their <br />attitude toward and treatment of all racial groups,” reaffirming the principle that American <br />liberty is rooted in tolerance and respect for all people, including immigrants and those <br />whose families came from other nations; and <br />WHEREAS, on February 13, 2017, Redwood City formally recognized its <br />participation in the Welcoming Cities and Counties Initiative, affirming that the City seeks <br />to help people, families, and institutions thrive and to value the contributions of all <br />members of the community, including newcomers, immigrants, and refugees; and for <br />several years the Redwood City Council has annually recognized and <br />adopted a proclamation for United Against Hate Week to proclaim the City’s support for <br />honoring and protecting every individual regardless of race, creed, color, sex, religion, <br />ethnicity, nationality, sexual orientation, or gender identity; and <br />WHEREAS, the City Council has repeatedly reaffirmed its commitment to equity <br />and civil rights, including through resolutions recognizing the importance of equal justice, <br />diversity, and inclusion and expressing solidarity with communities of color and historically <br />marginalized populations; and <br />WHEREAS, Redwood City continues to operationalize its commitment to equitable <br />outcomes through policies, programs, and the delivery of services, including the <br />establishment of the City Council Sub-Committee on Equity and Social Justice, the <br />creation of the position of Equity and Inclusion Officer, the adoption of the City’s Equity <br />Plan, and the development of the Economic Mobility Action Plan with an equity lens that <br />seeks to expand opportunity for all community members; and <br />WHEREAS, Redwood City values the historical and ever evolving diversity of its <br />residents, business owners and employees, and recognizes that people of all <br />backgrounds contribute to the social fabric, cultural richness, artistic beauty, <br />neighborhood character, entrepreneurial spirit, and economic vitality of the City; and is <br />committed to ensuring all community members feel safe accessing public services,
