Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: April 13, 2026 <br />SUBJECT <br />Approval of three Master Purchase Agreements for residential and commercial water meter purchases <br />SUMMARY <br />The City is continuing its transition to an Automated Metering Infrastructure (AMI) system and requires <br />ongoing procurement of residential and commercial water meters to support maintenance and <br />replacement of aging infrastructure. The proposed agreements with HPS West, Inc. (HPS West), Thirkettle <br />Corporation (Thirkettle), and Zenner USA, Inc. (Zenner) will provide compatible water meters to ensure <br />continued system reliability and operational efficiency. <br />RECOMMENDATION <br />1. By motion, approve and authorize the City Manager to execute a two-year Master Purchase <br />Agreement with HPS West, Inc. dba HydroPro Solutions for water meters in an amount not to exceed <br />$500,000 through April 2028, and authorize the City Manager to extend it for three additional two- <br />year terms for a total agreement amount not to exceed $2,155,063 for initial and extension terms <br />through April 2034; <br />2. By motion, approve and authorize the City Manager to execute a two-year Master Purchase <br />Agreement with Thirkettle Corporation dba Aqua-Metric Sales Company for water meters in an <br />amount not to exceed $550,000 through April 2028, and authorize the City Manager to extend it for <br />three additional two-year terms for a total agreement amount not to exceed $2,370,569 for initial <br />and extension terms through April 2034; and <br />3. By motion, approve and authorize the City Manager to execute a two-year Master Purchase <br />Agreement with Zenner USA, Inc. for water meters in an amount not to exceed $500,000 through <br />April 2028, and authorize the City Manager to extend it for three additional two-year terms for a total <br />agreement amount not to exceed $2,155,063 for initial and extension terms through April 2034. <br />7.I. - Page 1 of 34 <br />296
