Unmanned, remotely piloted, powered aerial vehicles (various makes of drones operated by other <br />public safety agencies); <br />2. Command and control vehicles (operated by the San Mateo County Emergency Services Bureau); <br />and <br />3. Mine-resistant ambush-protected vehicles or armored personnel carriers (various armored <br />rescue vehicles operated by other public safety agencies). <br />Full details regarding the types, quantities, associated costs, and authorized uses can be found in the <br />attached Annual Report (Attachment A) and Military Equipment Use Policy (Attachment C). <br />The equipment currently authorized for use has been tested in training and in the field over many years <br />with many law enforcement agencies and are used by the Redwood City Police Department to enhance <br />community safety, enhance officer safety, increase opportunities for de-escalation, and minimize the risk <br />of serious injury or death during critical incidents. With the exception of the patrol rifles, drones, and the <br />40mm launchers firing less-lethal rounds, which are available for use by patrol officers when needed, the <br />remaining categories of equipment are rarely deployed or used and even then, only under the close <br />supervision of Department leadership during planned operations. These items, though rarely used, are <br />essential to the successful resolution of critical incidents, and their loss or restriction would jeopardize <br />the welfare of the community and members of the Redwood City Police Department. <br />In addition to closely monitoring when and how this equipment is used through proactive supervision, the <br />robust Department Military Equipment Use Policy works to further guarantee the public’s welfare, safety, <br />civil rights, and ensure civil liberties are maintained. The policy ensures adequate safeguards are in place <br />through transparency, oversight, and mechanisms for accountability whereby any violations of <br />Department policy or state requirements will be investigated and resolved as required by existing <br />Department policy and state law. The annual reporting and community engagement requirement ensures <br />the Department will continue to share information and receive feedback from the community to ensure <br />best practices are being followed and the Department is meeting the needs and expectations of the public. <br />Community Meeting and Feedback <br />On March 18, 2026, the Department held a meeting with the Police Advisory Committee (PAC) to discuss <br />the use of military equipment in the community.
