<br /> PART I, Page | 8 <br />Allowable Uses of Grant Funds <br />Applicants must propose projects that fall within one or more of the following four (4) <br />Project Purpose Areas (PPAs), listed here and defined below: <br />• PPA 1: Public Safety/Enforcement <br />• PPA 2: Public Health <br />• PPA 3: Youth Development/Youth Prevention and Intervention <br />• PPA 4: Environmental Impacts <br /> <br />Applicants may either implement new activities, strategies, or programs, OR expand <br />existing activities, strategies, or programs (without the supplantation of funds – see <br />Supplanting definition on page 20). Project activities, strategies, and programmatic efforts <br />may overlap within the listed PPAs. Each identified PPA activity, strategy, and <br />programmatic effort does not have to relate to another identified PPA need(s). See the <br />Glossary of Terms (Appendix J) for additional information. <br /> <br /> <br />All project components and activities must link to the intent of the Prop 64 <br />Initiative: addressing local impacts to public health and safety resulting from <br />the legalization of adult use recreational cannabis in California. <br /> <br />Priority Points for PPA 1 <br />In accordance with RTC Sec. 34019(f)(3)(C), the BSCC must “prioritize grant awards for <br />local governments whose proposals include illicit cannabis enforcement activities.” <br /> <br />For purposes of this grant, “enforcement” refers to the coordinated activities undertaken <br />by a local jurisdiction to identify, investigate, disrupt, and deter illicit commercial cannabis <br />operations. Enforcement includes administrative, civil, and criminal actions that uphold <br />state and local cannabis laws through inspections, investigations, nuisance abatement <br />efforts, legal proceedings, and multiagency operations designed to protect public health, <br />consumer safety, the environment, and the integrity of the licensed cannabis market. <br /> <br />Applicants that dedicate 70 percent of the Project Budget to enforcement activities, <br />excluding any amount budgeted for indirect costs, will receive Priority Points (additional <br />information provided later in this document). <br /> <br /> <br />Project Purpose Area 1: Public Safety/Enforcement <br />Projects funded under this purpose area must support local efforts to identify, investigate, <br />disrupt, and deter illicit commercial cannabis activity. Activities should strengthen public <br />safety, uphold state and local cannabis laws, and reduce the harms ass ociated with <br />unlicensed cannabis operations. <br /> <br /> <br /> <br />7.C. - Page 16 of 101 <br />75
