REV: 04-01-26 LR <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br /> Introduction <br />Consultant shall provide Construction Management & Inspection Services to the City’s <br />Engineering and Transportation Department to support the City’s upcoming Pavement Program <br />projects. The following Scope of Work serves as a Primary Scope of Work that the Consultant <br />shall provide as Task Order assignments are executed. When a Task Order is requested by the <br />City Engineering Director or designee, the Consultant shall prepare a specific Task Order – Scope <br />of Work. <br />Task 1 – Plans, Specifications, & Estimate (PS&E) Constructability Review <br />Consultant shall provide PS&E review services as assigned by the City Engineering Director or <br />designee for pavement program projects. PS&E packages will typically be prepared by the City <br />Engineering Director or designee or outside consultant team that are hired by the City <br />Engineering Director or designee. Consultant shall participate in the PS&E development process <br />during the 65%, 95%, and 100% Bid Set review process to validate constructability of the project <br />as proposed by the project designer. Consultant review shall focus on construction methods <br />proposed for pavement rehabilitation, construction staging activities, and identification of cost <br />savings construction methodologies. <br />As part of the PS&E review, Consultant shall conduct field investigations to verify proposed <br />construction methodologies, identification of additional civil improvements to comply with <br />American with Disabilities Act (ADA) conformance, drainage stability, and necessary sidewalk or <br />curb & gutter improvements. <br />PS&E package review shall also include review of Technical Specifications and Engineer Estimates <br />to validate project budgets. <br />Task 1 Deliverables: <br />Consultant shall provide red line PS&E comments and memorandum outlining <br />recommendations to improve PS&E packages prior to release for bid. <br />Task 2 – Construction Management <br />Consultant shall aid the City Transportation Division of the Engineering and Transportation <br />Department(Transportation Division) in managing all construction related activities specific to <br />the implementation of the upcoming Pavement Program projects with the first phase in 2026- <br />2027. Consultant shall be responsible for, but not limited to, the following activities: <br />Review and recommendation of approval of contractor submittals <br />Preparation of pre-construction and Kick Off meeting materials including agenda, note <br />taking, and Action Item tracking <br />ATTY/AGR.2026.091/Zoon (Pavement Construction Management Support) (Page 11 of 16)
