Appendix: Documentary Record <br />Exhibit AA — Aerial Overhead View of 2455 Carson and <br />the Surrounding Block <br />Issue. The Amended Citation, the staff report, and the City’s leverage <br />demands have all addressed the rear structures at 2455 Carson Street as if <br />they exist in isolation. The actual setting is a residential block on <br />Connecticut Drive, between Carson Street and Goodwin Avenue, where <br />the storm-drainage creek runs north-south through the middle of the block. <br />Significance. These two aerial views, captured from Google Maps, give <br />Council the same physical orientation the City Engineer had at the <br />recorded January 30, 2024 meeting (Exhibit JJ). The first view shows the <br />entire block. Every fenceline on this block runs along the creek, in the <br />same configuration as 2455 Carson. The red pin (lower-left, Carson <br />Street side) marks the main house at 2455 Carson Street — the scope <br />of Permit C22-0027. The rear garage facing Connecticut Drive — the <br />structure subject to Violation 1 and within the scope of Permit <br />ADU22-0064 — is the rear-most structure on the lot, on the opposite <br />side of the property from the red pin. The second view zooms in on that <br />rear garage and the immediately adjacent creek-side properties (1397 next <br />door on Connecticut, 2449 on Carson, 2478 across the creek on Goodwin). <br />The aerial images are included to give Council the physical context the <br />staff report’s narrow paper record does not, and to show the spatial <br />relationship between the two permits Burns paid for in January 2023. <br />Wide block view (Carson Street, Connecticut Drive, Goodwin <br />Avenue): <br />6.A. - Page 32 of 64 <br />34
