Significance. This is the licensed land-surveyor record. Thomas Reeder, <br />P.L.S. #9565, performed the retracement, signed the map, and affixed his <br />professional license stamp. The survey establishes the exact location of <br />property lines, the recorded easements, the CMU wall, and the gate <br />relative to those lines. At the recorded January 30, 2024 City Hall meeting <br />(Exhibit JJ), the City Engineer (James O’Connell) — himself a licensed <br />land surveyor — personally asked to see this survey: “Do you have a copy <br />of that survey? … Yeah, I’d be interested to see that. … I’m a licensed land <br />surveyor.” The Engineer reviewed the survey at the meeting and <br />concluded that the original garage was built before the easement and is not <br />in the easement (Exhibit JJ-6).
