ATTY/RESO.0021/CC RESO ADOPTING RELOCATION ASSISTANCE ADMINISTRATIVE FEES <br />REV: 05-05-26 LF <br />Page 2 of 6 <br /> <br />WHEREAS, it is the general policy of the City to charge for the full costs of services <br />provided by City staff when such services benefit individual users rather than members <br />of the community as a whole; and <br /> <br />WHEREAS, notice of public hearing has been duly given, the required public <br />hearing held on May 11, 2026, as duly noticed, and oral and written presentations were <br />made and received; and <br /> <br />WHEREAS, the City Council deems it advisable and in the best interests of the <br />City to adopt the Relocation Assistance Administrative Fees and Fair Rate of Return <br />Appeal Fee as set forth in Exhibit B, which is attached hereto (the “Proposed Fees”); and <br /> <br />WHEREAS, all requirements of the law regarding notice and the provision of data <br />are hereby found and met. <br /> <br />NOW, THEREFORE, BE IT IS RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF REDWOOD CITY AS FOLLOWS: <br /> <br />Section 1. The above recitals are true and correct, and incorporated herein by <br />reference, and each is relied upon independently by the City Council for its adoption of <br />this Resolution. <br /> <br />Section 2. The City Council accepts and adopts the supporting calculations and <br />data tables set forth in Exhibit A, and finds and determines that the fees do not exceed <br />the estimated reasonable costs required to process the relocation assistance application <br />and fair rate of return appeal. <br /> <br />Section 3. The schedule of the Relocation Assistance Administrative Fee and Fair <br />Rate of Return Appeal Fee are hereby approved and adopted as set forth in Exhibit B, <br />attached hereto and incorporated herein. The fees shall be incorporated into the City’s <br />Master Fee Schedule. <br /> <br />Section 4. Commencing on July 1, 2026, and on July 1 of each fiscal year <br />thereafter, the Relocation Assistance Administrative Fee and the fully burdened hourly <br />rates for City staff by position shall be administratively revised and increased annually by <br />a factor equal to the net change in average City salaries and benefits costs for that fiscal <br />year. Such net change is measured by dividing the average budgeted City salary and <br />benefit costs for the fiscal year in which the change is to become effective by the average <br />budgeted City salary and benefit costs for the prior fiscal year. The average budgeted <br />City salary and benefit costs for any fiscal year shall be determined by dividing the total <br />budgeted salary and benefit costs by the expected total number of full-time equivalent <br />employees for that fiscal year. <br /> <br />
