As such, City staff recommends structuring the Appeal Fee as a deposit-based fee, with <br />actual costs billed on a time-and-materials basis. This approach ensures that applicants are <br />charged proportionately for the services provided, including City staff time, appeal review, and <br />administrative processing. <br /> <br />Once the appeal is completed and a decision is issued, the City will reconcile the actual costs and <br />either return any unused portion of the deposit, or invoice the landlord for any additional amount, <br />if the actual cost is more than the deposit. <br /> <br />Description Amount <br />Appeal officer hourly rate $300* <br />Appeal officer staff (e.g. Paralegal, law clerk) hourly rate $175* <br />City staff time Fully burdened hourly rate** <br />Estimated numbers of hours 10-15 <br />*The hourly rate for appeal officer plus their staff (contracted) shall increase on July 1, 2027 and thereafter <br />on July 1 each year based upon the annual Consumer Price Index (CPI) for “All Urban Consumers” <br />published by the U.S. Department of Labor, Bureau of Labor Statistics (BLS) at <br />https://www.bls.gov/cpi/data.htm for the geographic area established by the BLS or 5% whichever is lower
