The responsibilities of the Lead Agency include the <br />completion of planning and reporting documents, implementation of certain projects, supervision of <br />public service providers, and file maintenance on all projects funded with CDBG dollars. Housing staff <br />within the City Manager’s Office fulfill these roles on behalf of the City. Additionally, the Management <br />Analyst - Homelessness Initiatives, in the City Manager’s Office implements the City’s Homeless <br />Initiatives Work Plan. <br />The Housing Leadership Manager will have primary responsibility for implementation, monitoring and <br />submittal of required performance and evaluation reports during the life of the 2023-2027 Consolidated <br />Plan. The Housing Division partners with other City Departments and local community agencies to <br />implement projects and programs. <br />One such partnership is with the Human Services Manager of the City’s Parks, Recreation and <br />Community Services (PRCS) Department. The Human Services Manager shares responsibility for <br />representing the City on the San Mateo County Continuum of Care (CoC) and implements the City’s anti- <br />poverty strategy. The CoC is a collaboration of stakeholders promoting a community-wide commitment <br />to end homelessness. The Human Services Managers sits on the steering committee for the CoC and <br />coordinates efforts with the CoC to reach the goal of ending homelessness. This partnership is further <br />strengthened through the PRCS Department’s Fair Oaks Community Center (FOCC). The FOCC is one of <br />San Mateo County’s eight Core Referral Agencies for the delivery of essential human service programs <br />including referrals to shelter, food, transportation, and housing services. Basic human needs are <br />provided by 20 public and non-profit organizations who either receive in-kind office space at the facility <br />or provide programs and services at the FOCC on a regular basis.
