<br /> Annual Action Plan <br />2026 <br />31 <br />OMB Control No: 2506-0117 (exp. 09/30/2021) <br />If appropriate, describe publicly owned land or property located within the jurisdiction that <br />may be used to address the needs identified in the plan <br />The Fair Oaks Community Center (FOCC) is owned and operated by the City and provides space for <br />several nonprofit organizations to operate their programs. These programs include information and <br />referral programs, homeless coordinated entry intake and referrals, mobile shower and laundry service, <br />home sharing program, older adult activity center, older adult food programs, older adult counseling, <br />childcare and early child development center, tenant’s rights clinic, mobile health van, services for <br />victims of violent crimes, support groups for al-anon, alcoholics anonymous and narcotics anonymous, <br />translation and forms assistance, conflict resolution center, advice and orientation, homeless food <br />program, counseling and advocacy on domestic violence, crisis intervention and shelter. <br />In 2021, the City negotiated a land swap of a 2.5-acre parcel at 1469 Maple Street for 2.02 acres of <br />County-owned land at 1580 Maple Street. In 2023, the County completed construction of a new shelter <br />on the 1469 Maple Street site, with 240 individual sleeping units. As part of the property exchange, the <br />County has a 5-year option period to ground lease 1580 Maple from the City. The County issued a <br />request for proposals in July 2022 and selected MidPen Housing to develop the site in August 2022. <br />MidPen’s proposed development for the site includes 108 extremely low-income units plus two <br />managers’ units for a total of 110 units. All 108 units are proposed as permanent supportive housing <br />units for people experiencing homelessness. As of early 2026, MidPen has submitted a planning <br />application and applied to the City for funding from affordable housing impact fees. However, the 1580 <br />Maple project is adjacent to market-rate residential development that has substantial infrastructure <br />considerations and has been on hold during the market downturn. The 1580 Maple project is dependent <br />on the infrastructure improvements provided by the market rate project. However, the City and MidPen <br />are currently exploring infrastructure improvement options to allow the project to move forward ahead <br />of the market-rate project. <br />In PY 2026, the City plans to prepare a Request for Qualifications (RFQ) for the development <br />of affordable housing on a 5,000 square feet vacant City-owned site at 611 Heller Street. The City hopes <br />to select an affordable developer to partner with by fall 2027. <br />Additionally, in PY 2022, the City received a large amount of one-time CDBG program income and <br />allocated this program income, totaling $4.2 million, towards the Hoover Park improvement project. The <br />City identified this program for these funds because for many years, Redwood City residents have been <br />imploring the City to intervene, update, and add safety features to Hoover Park, which is in a designated <br />primarily low-to-moderate income area. The City is also leveraging over $6 million in local City funds for <br />the project. Construction commenced in PY 2025 and, due to increasing construction costs, the City <br />allocated an additional $391,444 of CDBG program income towards the project in PY 2025. The project <br />will be completed early Winter 2027 , and all CDBG funds will be expended by summer 2026.
