Annual Action Plan
2026
3
OMB Control No: 2506-0117 (exp. 09/30/2021)
Executive Summary
AP-05 Executive Summary - 24 CFR 91.200(c), 91.220(b)
1. Introduction
The City of Redwood City (City) is a San Francisco Bay Area community located in the heart of the Silicon
Valley, a technology rich region extending from the San Francisco Peninsula to the foothills of the Santa
Cruz mountains. According to the 2020 Census, the City is the third largest city in San Mateo County,
accounting for approximately 34.67 square miles and is home to 84,292 people. Redwood City is defined
by the U.S. Department of Housing and Urban Development (HUD) as an entitlement community.
As an entitlement community, the City receives an annual allocation of Community Development Block
Grant (CDBG) funds to use for housing, economic development, public facility improvements, and social
services. Also, this will be the City’s first year participating in the San Mateo County HOME Consortium,
with the County of San Mateo, and the Cities of San Mateo and South San Francisco.
To receive these funds, once every five years the City must complete a five-year Consolidated Plan. The
Consolidated Plan is an assessment of housing, homelessness, and community development needs in
the community. Through statistical analysis and community input, the City of Redwood City outlines a
strategy to address those needs with CDBG funding.
Once a year, the City of Redwood drafts an Annual Action Plan (Action Plan). The Action Plan outlines
projects, and the amount of funding allocated towards meeting the goals outlined in the Consolidated
Plan. At the conclusion of each program year, the City of Redwood City drafts a final report, called the
Consolidated Annual Performance and Evaluation Report (CAPER), to report on the City’s progress in
meeting the Consolidated Plan goals.
This document will serve as the Program Year (PY) 2026 Action Plan for the City of Redwood, with a
program year from July 1, 2026, to June 30, 2027. It will outline the projects to be funded with the City’s
PY 2026 CDBG allocation.
ATTY/RESO.0019/CC RESO 2026 ANNUAL ACTION PLAN (CDBG) - EXHIBIT A
REV: 05-01-26 LF
